ATTORNEY GENERAL'S CHAMBERS,
Hongkong: 12th. March,
....1912.
Report on Ordinance No...z . . of 1912 .
I have examined the accompanying Ordinance entitled
"Am Ordinance to amend the law relating to the Registræ
tion of Births and Deaths."
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions,
This Ordinance proposes to include principal elerks at Publis
Dispensaries, “shërë infants are taken to be vaccinated, as distrist
registrars as well as the Police Officers in charge of the Pelice Sta-
tions, which are distriet register offices. It is hoped to excourage
vaccination and that mere chinese will register the births of their im
fants then is the case at present owing to the aversion which many
chinese women have te attending at Pelice Stations or any purpose what-
